October rains were not enough to push reservoirs above 80%

October rainfall was not enough for the country's reservoirs to exceed 80% of their capacity. Of the 24 reserves that make up the National Interconnected System, 16 remain below that level, which is considered necessary to face the El Niño phenomenon.
